What is the Regulatory Recovery Fee?

The Regulatory Recovery Fee is an internal fee assessed by Callbetter LLC to help recover costs associated with ongoing federal regulatory compliance obligations. This fee is designed to offset the expenses related to maintaining compliance with various federal telecommunications regulations, reporting requirements, and administrative obligations imposed by regulatory agencies such as the Federal Communications Commission (FCC).

How is it Different from the USF Fee?

Important Distinction: The Regulatory Recovery Fee is NOT the Federal Universal Service Fund (USF) fee, which is a separate government-mandated charge that telecommunications carriers are required to collect and remit to the Universal Service Administrative Company (USAC) on behalf of the federal government.

Key differences include:

  • USF Fee: A federal government charge collected by carriers and remitted directly to USAC to support universal telecommunications access programs, including rural connectivity, low-income assistance, schools and libraries, and rural healthcare.
  • Regulatory Recovery Fee: An internal Callbetter fee used to recover the company's costs of complying with federal regulations, including compliance staff, legal review, regulatory filings, audits, and administrative overhead.

What Does the Regulatory Recovery Fee Cover?

The Regulatory Recovery Fee helps Callbetter recover costs associated with:

  • Compliance with FCC regulations, including STIR/SHAKEN implementation, CPNI (Customer Proprietary Network Information) protection, and CALEA (Communications Assistance for Law Enforcement Act) support.
  • Maintenance of E911 infrastructure and compliance with Ray Baum's Act dispatchable location requirements.
  • Participation in regulatory proceedings, policy advocacy, and industry working groups.
  • Ongoing reporting obligations to federal and state regulatory agencies.
  • Legal and consulting expenses related to compliance audits and regulatory interpretation.
  • Development and maintenance of systems to ensure compliance with the Telephone Consumer Protection Act (TCPA), Truth in Caller ID Act, and other telecommunications laws.

Is This Fee Required?

Yes. The Regulatory Recovery Fee is a standard component of Callbetter's service pricing. It is a non-government, carrier-retained fee that is included in your monthly billing statement. The fee amount is determined by Callbetter and may be adjusted periodically to reflect changes in regulatory costs and obligations.

Callbetter reserves the right to modify the Regulatory Recovery Fee with advance notice to customers, as regulatory compliance costs fluctuate based on evolving federal mandates and enforcement priorities.
