E911 Service Fee

Last Updated: 02/05/2026

What is the E911 Service Fee?

The E911 Service Fee (also known as the 911 Emergency Service Fee) is a state-mandated surcharge collected by telecommunications carriers on behalf of state and local governments to support and maintain emergency 911 infrastructure and services.

This fee is not a fee charged by Callbetter for profit. It is a pass-through charge required by state law, and the funds collected are remitted directly to the appropriate state agency or local government authority responsible for maintaining 911 emergency response systems.

Why is This Fee Collected?

The E911 Service Fee funds critical emergency services infrastructure, including:

  • Public Safety Answering Points (PSAPs): Facilities where 911 calls are received, processed, and dispatched to emergency responders.
  • Emergency Call Routing Systems: Technology that ensures your 911 call reaches the correct local emergency dispatch center based on your location.
  • Enhanced 911 (E911) Capabilities: Systems that automatically provide emergency dispatchers with your location and callback number, even if you cannot speak.
  • Next Generation 911 (NG911) Upgrades: Modern IP-based emergency systems that support text-to-911, video, and data transmission.
  • Training and Equipment: Resources for 911 call takers, dispatchers, and emergency response personnel.

How Much is the E911 Service Fee?

The amount of the E911 Service Fee varies by state and is set by each state's legislature or public utility commission. Callbetter has no control over the fee amount, which is determined by the state in which your service address or registered E911 location is located.

Some states charge a flat monthly fee per line or phone number, while others may charge a percentage of your monthly service charges. The fee may appear on your bill as:

  • "E911 Service Fee"
  • "911 Emergency Service Fee"
  • "Emergency Telephone Service Charge"
  • "Public Safety Fee"
  • Other similar names depending on state requirements

Where Do the Funds Go?

The E911 Service Fees collected by Callbetter are remitted in full to the state government or designated state agency responsible for administering 911 funding. Callbetter does not retain any portion of this fee—it is collected solely to comply with state law and is forwarded to the appropriate authorities in the state where you reside or where your business is registered.

These funds are used exclusively to support emergency services infrastructure and are subject to state audit and reporting requirements to ensure proper use.

Is This Fee Required?

Yes. The E911 Service Fee is mandated by state law and applies to all telecommunications providers, including VoIP services like Callbetter. Telecommunications carriers are legally required to collect and remit these fees on behalf of state and local governments.

Failure to collect and remit E911 fees can result in significant penalties for the carrier, and in some states, may result in the suspension of the carrier's authority to operate.

Callbetter's Commitment to E911 Compliance

Callbetter is committed to full compliance with all federal and state E911 requirements, including:

  • Compliance with the FCC's Ray Baum's Act, which requires VoIP providers to transmit dispatchable location information (physical address, building, floor, and room information) to 911 call centers.
  • Maintenance of a secure, reliable E911 infrastructure that routes emergency calls to the appropriate Public Safety Answering Point (PSAP) based on your registered location.
  • Regular testing and monitoring of E911 call routing to ensure accuracy and reliability.

Important: You are responsible for maintaining an accurate and up-to-date E911 Registered Location in your Callbetter account settings. Failure to do so may result in emergency responders being dispatched to the wrong location in the event of a 911 call.
